Lets see. 360 and ps3 games cost about 60 for a game. Which most people when they unlock everything, they stop playing. games that do last a bit longer on the 360, to make them worth while on multiplayer, you most likely need to buy the Downloadable contents which are usually 5-20 a pop for a few maps.
PC games in general: most have free downloadable content, free patches with the exception of MMO games. Most players that play MMO games pay about $15 a month to get to the highest lvl. You need to earn currency(sometimes multiple kinds of currency) or some people buy currency to get ahead of the game. Earning everything you want in an MMO game will take you over a year if you can only play 2 hours a day (assuming that 2 LoL games take and hour each)
The time it would take to earn multiple characters if you are playing for free is nothing compared to how much money and time speant playing console game and MMO games.
$45 dollars will save you a years time, then all you need to do is earn your runes and buy skins if you want skins. The way you choose to play LoL is up to you.
