Of course, this has the side effect of making healing stronger. Executioner's Calling needs to be restored to it's previous form to put a check on healers.

This would completely break burst heroes (Annie, Ryze, Ap Sion/Shaco) and promote sustained dps right click heroes (Yi, Tristana, Ashe, Trynd). So it would be a lot less tactics in the game.
One of the main problems is that Melee dps need a lot of survivability to survive long enough to do something, but also need enough damage to make them useful.
Giving them both would make them extremely powerful outside of 5v5 teamfights (laning, small skirmishes, 1v1 and when doing jungle), so i could see how it's quite a big balance problem.
